What to expect
Keeps the shape
With Keep the shape ticked, the photo fits inside your size and isn't stretched.
Exact sizes
Untick it to get exactly the width and height you type, even if the photo has to stretch.
Sharp results
High-quality resampling keeps edges clean when you make a photo smaller.
Resize or crop?
Resizing changes the size of the whole photo. If you need a different shape, such as square from a tall photo, use Crop Image first so nothing gets stretched. For Instagram, try Instagram Fit.
Three ways to set the size

Pixels aren't centimeters
If a form asks for a photo in centimeters or inches, it depends on print sharpness. At 300 DPI, 1 inch is 300 pixels, so a 2 by 2 inch photo is 600 by 600 pixels. Will it get blurry if I make it bigger?
A little. A photo can't gain detail it never had. Upscale Image adds some sharpening.
Does this reduce the file size?
Usually, when you make the image smaller. Use Compress Image to shrink it further.
Is my photo kept?
Your files are only used for this job and are deleted from the server afterwards.
Can I resize several images together?
